V&nbsp;opa\u010dn\u00e9m p\u0159\u00edpad\u011b by toti\u017e do\u0161lo k pozastaven\u00ed jejich dod\u00e1vek pro cel\u00fd d\u016fm. Podle aktu\u00e1ln\u00edch \u00fadaj\u016f Svazu \u010desk\u00fdch a moravsk\u00fdch bytov\u00fdch dru\u017estev (S\u010cMBD) dosahuje celkov\u00fd dluh neplati\u010d\u016f v\u016f\u010di jeho \u010dlen\u016fm t\u00e9m\u011b\u0159 200 milion\u016f korun. Polovinu t\u00e9to \u010d\u00e1stky se pravd\u011bpodobn\u011b ji\u017e nepoda\u0159\u00ed vymoct. Situace se p\u0159itom ka\u017edoro\u010dn\u011b zhor\u0161uje, je\u0161t\u011b p\u0159ed 5 lety tvo\u0159il nedobytn\u00fd dluh pouh\u00fdch 12 procent celkov\u00e9 sumy. Svaz tento negativn\u00ed trend p\u0159isuzuje zm\u011bn\u00e1m z\u00e1kon\u016f, kter\u00e9 v&nbsp;posledn\u00edch letech opakovan\u011b pos\u00edlily pr\u00e1va dlu\u017en\u00edk\u016f na \u00fakor v\u011b\u0159itel\u016f. V&nbsp;souvislosti s&nbsp;koronavirovou kriz\u00ed a zm\u011bnami, kter\u00e9 jsou projedn\u00e1v\u00e1ny v&nbsp;oblasti exekuc\u00ed, o\u010dek\u00e1v\u00e1 v&nbsp;budoucnu dal\u0161\u00ed zhor\u0161en\u00ed.<\/strong><\/p>\n\n\n\n<p>Ke konci roku 2019 dlu\u017eili neplati\u010di \u010dlen\u016fm S\u010cMBD na nezaplacen\u00fdch poplatc\u00edch a p\u0159\u00edsp\u011bvc\u00edch do fondu oprav p\u0159es 194 milion\u016f korun. \u201e<em>Vzhledem k&nbsp;tomu, \u017ee na\u0161i \u010dlenov\u00e9 vlastn\u00ed \u010di spravuj\u00ed zhruba p\u011btinu bytov\u00e9ho fondu v \u010cR, lze o\u010dek\u00e1vat, \u017ee celkov\u00e1 suma bude je\u0161t\u011b n\u00e1sobn\u011b vy\u0161\u0161\u00ed. Celost\u00e1tn\u011b p\u016fjde nepochybn\u011b o vy\u0161\u0161\u00ed stovky milion\u016f, kter\u00e9 za neplati\u010de museli jejich soused\u00e9 uhradit. A to s&nbsp;velmi malou \u0161anc\u00ed, \u017ee se jim pen\u00edze v&nbsp;dohledn\u00e9 dob\u011b vr\u00e1t\u00ed,<\/em>\u201c \u0159\u00edk\u00e1 p\u0159edseda svazu Jan Vyslou\u017eil.<\/p>\n\n\n\n<p>Celkov\u00e1 v\u00fd\u0161e dluhu v\u016f\u010di \u010dlen\u016fm S\u010cMBD v&nbsp;posledn\u00edch letech klesala, oproti roku 2018 se sn\u00ed\u017eila o&nbsp;10&nbsp;procent. \u201e<em>Tento pozitivn\u00ed v\u00fdvoj byl d\u00e1n jednak celkovou hospod\u00e1\u0159skou prosperitou, jednak d\u016fslednou prac\u00ed dru\u017estev a SVJ p\u0159i sledov\u00e1n\u00ed platebn\u00ed mor\u00e1lky jejich \u010dlen\u016f,<\/em>\u201c vysv\u011btluje Vyslou\u017eil. Posledn\u00ed meziro\u010dn\u00ed pokles lze pak podle n\u011bj ve velk\u00e9 m\u00ed\u0159e p\u0159ipsat tak\u00e9 m\u00edrn\u00e9 zim\u011b, d\u00edky kter\u00e9 byly vznikl\u00e9 p\u0159eplatky pou\u017eity k&nbsp;\u00fahrad\u011b star\u0161\u00edch dluh\u016f. \u201e<em>P\u0159edpokl\u00e1d\u00e1me, \u017ee v&nbsp;souvislosti s&nbsp;koronavirovou kriz\u00ed po\u010det neplati\u010d\u016f i celkov\u00e1 v\u00fd\u0161e dluhu op\u011bt zna\u010dn\u011b naroste,<\/em>\u201c komentuje o\u010dek\u00e1van\u00fd v\u00fdvoj.<\/p>\n\n\n\n<p>Vedle potenci\u00e1ln\u00edho r\u016fstu dluhu dru\u017estva a SVJ aktu\u00e1ln\u011b znepokojuje p\u0159edev\u0161\u00edm rostouc\u00ed pod\u00edl nedobytn\u00fdch pohled\u00e1vek. Je\u0161t\u011b v letech 2014 a 2015 \u0161lo o pouh\u00fdch 12, resp. 15 procent celkov\u00e9ho dluhu, od roku 2016 v\u0161ak jejich pod\u00edl strm\u011b nar\u016fst\u00e1. V sou\u010dasnosti se \u010dlen\u016fm svazu dlouhodob\u011b neda\u0159\u00ed vymoct p\u0159es 48 procent nedoplatk\u016f, celkov\u011b jde o sumu p\u0159esahuj\u00edc\u00ed 95 milion\u016f korun.<\/p>\n\n\n\n<p>D\u016fvodem n\u00e1r\u016fstu nevymahateln\u00e9ho dluhu jsou podle Vyslou\u017eila p\u0159edev\u0161\u00edm z\u00e1konn\u00e9 zm\u011bny, kter\u00e9 v&nbsp;posledn\u00edch letech oslabily pozici dru\u017estev a SVJ a omezily mo\u017enosti postihu neplati\u010d\u016f: \u201e<em>Bylo zru\u0161eno z\u00e1konn\u00e9 z\u00e1stavn\u00ed pr\u00e1vo k&nbsp;bytu dlu\u017en\u00edka, dru\u017estva tak\u00e9 ztratila mo\u017enost vypov\u011bd\u011bt neplat\u00edc\u00edmu \u010dlenovi n\u00e1jem z bytu, \u010d\u00edm\u017e se jim prodlou\u017eila pr\u016fm\u011brn\u00e1 doba, za kterou mohou neplati\u010de vyst\u011bhovat o 6 m\u011bs\u00edc\u016f a\u017e jeden rok. Velkou roli hraje tak\u00e9 lo\u0148sk\u00e9 zm\u00edrn\u011bn\u00ed podm\u00ednek oddlu\u017een\u00ed, kv\u016fli kter\u00e9mu se soused\u00e9 u\u017e nemus\u00ed do\u010dkat zaplacen\u00ed ani t\u0159etiny dluhu, \u010di leto\u0161n\u00ed zm\u011bna podm\u00ednek exeku\u010dn\u00edch dra\u017eeb, kv\u016fli kter\u00e9 byt nen\u00ed mo\u017en\u00e9 prodat d\u0159\u00edve, ne\u017e se dluh vy\u0161plh\u00e1 na 100 tis\u00edc.<\/em>\u201c Jedinou pozitivn\u00ed zm\u011bnu p\u0159ineslo plat\u00edc\u00edm vlastn\u00edk\u016fm p\u0159ednostn\u00ed pr\u00e1vo k 10 procent\u016fm v\u00fdt\u011b\u017eku z&nbsp;dra\u017eby bytu dlu\u017en\u00edka. V&nbsp;lokalit\u00e1ch s&nbsp;n\u00edzkou cenou byt\u016f ov\u0161em ani to k&nbsp;pokryt\u00ed dluhu v\u011bt\u0161inou nesta\u010d\u00ed.<\/p>\n\n\n\n<p>Situaci dru\u017estev a SVJ m\u016f\u017ee podle S\u010cMBD vedle negativn\u00edch dopad\u016f koronavirov\u00e9 krize v\u00fdrazn\u011b zkomplikovat i dal\u0161\u00ed v\u00fdvoj legislativy. \u201e<em>Domn\u00edv\u00e1me se, \u017ee zm\u011bny, kter\u00e9 jsou aktu\u00e1ln\u011b projedn\u00e1v\u00e1ny v&nbsp;oblasti exekuc\u00ed, povedou k&nbsp;dal\u0161\u00edmu zhor\u0161en\u00ed vymahatelnosti pr\u00e1v v\u011b\u0159itel\u016f v&nbsp;bytov\u00fdch domech, a to zejm\u00e9na u dlu\u017en\u00edk\u016f s&nbsp;v\u00edce exekucemi.
